Extendible Scissors Gate That Only Opens at High & Low Tide point

Different from the current Thames Barrier, this barrier strives to remain shut most of its time in order to perform well as a hydro-power plant. There will be no water flow between both sides of the barrier during high and low tides (no supercharging), hence renders the perfect opportunity for the gates to open for crossing purposes without hindering its hydro-power performance.
